OK. Here is a definitive why, what.
1) CR XI R2 is now out of support. Thus there will be no fixes upcoming. Ever.
2) CR XI R2 was the last version of CR that shipped and licensed use of the RDC
3) Using the active x viewer of version 13.x or 14.x is not within your licesing agreement. E.g.; do not use the activexviewer, crxdrt.dll or craxddrt.dll versoin 13 any higher in any applicaiton. You are breaking your licensing agreement
4) Even if you are able to make this work, how do you plan on deploying the runtime now? There is no MSM or MSI that includes the above file (not for version 13 and higher anyhow)
5) Re. running the activex viewer from CR XI R2 in a VB 6 app on WIN 7. See this blogon how to - possibly. The blog is a collection of reported solutions. SAP has not tested any of these solutions as CR XI R2 is NOT supported on WIN 7.
Finally, I want to reiterate:
DO NOT USE VERSION 13 OR HIGHER OF THE CRVIEWER, THE CRAXDRT OR THE CRAXDDRT. IF YOU DO, YOU ARE IN CONTRAVENTION OF YOUR LICENSE AGREEMENT !!!!!!!!!!
