As you mentioned that currently you are changing the platform for BODS in place of BOE 4.x you are using IPS 4.X that is great decision.
Now while configuring Data Services we need to point it back to existing local and central repositories. My question is do we need to upgrade the repositories using Repositories Manager?? As we have not upgraded to any newer version and just uninstalled and re installed same Data Services version with IPS this time. Is there anything specific we need to do?
Solution: No need to upgrade because you are only changing the platform of BODS in place of BOE 4.x you are using IPS 4.X, Now below are the steps need to be performed.
Do we need to configure each job server and local and central repos in CMC manually?
Solution: Yes you have to delete & recreate the Job server because job server is always using the machine name. So if your machine name is different then please do the below steps

2) We will create new CMS database instance for fresh install of IPS 4.0 however our DS local and central repositories will continue to be in the old database instance which is also on the same oracle server. My doubt is post install how we will upgrade/repoint/configure these existing repos to new BODS setup?
Solution:
Using SAP Business Objects Data Services repository manager you can easily upgrade your Local & Secure central repository.
But regarding configuration files like DSConfig.txt you have to update at the time of installation only other wise you have to create manually all configuration like creation of Job Server, Access Server, RFC Configuration etc.. DSConfig.txt will store all these data.
3) How we will restore files like admin.xml, as.xml, for DSConfig.txt we get the option to choose an existing one during install? I read somewhere that admin.xml, as.xml files are useful when we are upgrading from DS 3.1 or DI.
Solution:
admin.xml: It contain information related to SAP Business Objects Data Services management console
as.xml: It contains information about your access server & real time jobs details

1. Z_FI_REP_000001 is name of custom program. You can use any script to call the subroutine in this custom program. (ZNSC_CHANGE_CORRESPONDENCE or Z140_CUS_STAT_02). The prequisite is you must write the statements to call the routines.
2. The variable ®UH-ZBUKR& and &L_TEXT& need not be found inside the print program. It should be present in script. In your case, remember you have three objects a) script b) print program (program RFKORD11) c) custom include. So data declared in Z_FI_REP_000001 need not be same as script or program RFKORD11.

this absolutely should not be the case.
Your client version (32/64 bits) is not relevant when it comes to connect to DB from sqlplus.
Basic rule as it was mentioned above is 32 bit app needs 32 bit client to connect to DB.
I use Win 64 bit, have both 32 and 64 bit clients.
Both can access any version of DB (and believe me I work with quite a few of those).
Keep in mind you have to configure your tnsnames separately for 32 and 64 bits.
Please try with the Procedure given in the Attachment.
