Not sure about how to achieve this without PDI access.
If you have PDI access, then you can try this. There is a template group which gives you Business Configuration elements.
You will have to use the Document Output operation by giving the group id as "BCT" as shown in the below screenshot.
When you run this screen, you will get what you need.
