You should start by looking at the documents posted on this site, specially in the Wiki section. Other documents are available on the Web, specially in help.sap.com.
As for configuration, look at the Time Management section of the IMG and read the information for each node, then look at the Time Evaluation Schema you'll be using and at the Personnel Calculation Rules (PCR) it contains.
