This could be of LAN proxy settings.
If the server is in your LAN, open Internet Explorer,
go to Tools->internet options Connections tab> LAN settings>choose advanced
enter your server domain name in the Exceptions list.
Also ensure all Webdynpro related services are active in SICF.
