I stopped sap, stopped the sapstartsrv with sapcontrol -nr 01 -function StopService
cd /sapmnt/SID/profile
launched the two commands
sapcpe pf=SID_JC00_server1
sapcpe pf=SID_SCS01_server1
Then I started sap successfully after frustrating 2 hours of research.

Note: I upgraded to kernel 721 patch 119.
