This came to our mind but one issue with this is , we need to change our OHD to make it Database table instead of Third Party application.When we make OHD Database table based , it create a permanent table on HANA db and duplicate data which is not the case when we integrate process chain as part of BODS job and make ODH as Third Party.

Can you please try with S-User ID which has sufficient authorization? I don't have authorization to see SAP TM TT RDS documents in my S-User ID however can you please navigate till <DVD>\SAP_BP\BBLibrary\Documentation ? Once you navigated to "Documentation" folder just open the word documents and see the title of the document.
You have to find out "Connectivity (PI)" from the list. I will see whether I can attach the file here.

I'm sorry but I don't quite get why you are trying to do this. AppCacheBuster solves a real problem, because your users can't be expected to manually refresh the cache.
Loading/Refreshing the browser on the other hand is a normal daily task that you can expect users to do, and refreshing parts of the applications in the background while they are working is not a good practice anyway.
Until the users refresh or reload they will use the old version, but that's how hash navigation works. The point is to avoid useless server round trips.
