how can i make that popup display only on check button.

What is your license type.
Means Limited Finance or CRM or Logistic or Professional.
Only Logistic and Professional license user can update BOM.

I don't see any processing option under Function Quota.
Can you share your feature QUOMO? Have you activated the feature after making changes to it?
Click on the Quota Function in the log and share that?

I remarked that in the exception class CX_SY_DYNAMIC_OSQL_SYNTAX a new Text was introduced 'SQL_PARSER_ERROR' but can't really find any explanation.

Note, my initial idea is to have these variables with fixed values at time of execution if the error cannot be resolved.

A billing document can have different billing type, than that mentioned in VOV8.
In that case may be some custom develop report can help Lee.

Influencer Map - How does it work?
In the example below, Eric Stark has been identified as a key influencer for our target contact Paula.
To calculate the influencer score, we look at all opportunity and activities that Eric has been involved in with Paula, and calculated a weighted
score.
In this case, we see that Eric has been involved with 3 deals where we won, 2 deals where we lost, and 1 deal which is still in process and 10
activities that they have been together in (Activities are emails, phone calls, appointments, visits).
We then calculate the weighted score which is 29. This score is higher than all the other potential influencers of Paula, so we will ask Eric for help with this particular opportunity.
We also take end user feedback, so if Erick is moved from first position to last position then we store the user preference which will bring down the score as well.

What is the current patch level of your install server?
More than likely, it's already got patch 1 installed, start nwsapsetupadmin.exe
Beside "Latest Patch Level" it should display the current patch level.
In this case,patch level 3 is installed.
If your current patch level is 0, then clicking on "Patch Server" and browsing to the patch location should update your installation server.

It does display Document Key data but not characteristics, is there way we can display characteristics, too?.

SAP B1 doesnt support that. But i think u might do it this way to simulate,
1. Create a UDF on the document you want to have this 2nd sign on feature.
2. Create a UDT to hold user code and their password pair (remember to use md5 or something to hide the password)
3. Use SP TN to block those transaction without correctly entering the UDF field. (It should be the password)
The only problem might be the password is clearly saved, which will be against FDA rule though.
